What Lorem Ipsum is and why it's used
It's pseudo-Latin filler text with no real meaning, used for centuries in printing and for decades in web design to show what a design looks like with text, without real content (not written yet) distracting from the layout.
Why it isn't real Latin
Although the words look Latin, the original text is taken from and distorted from a passage by Cicero ("De Finibus Bonorum et Malorum") — which is why some words are recognizable but the whole doesn't make coherent sense. That's exactly why it works well as filler: it's not readable text that distracts, but it has the look and letter distribution of a real language.
