Why the time matters
The Moon moves about 13° per day across the zodiac, so it changes sign every 2 to 3 days. If you were born close to that change, the exact time (and the correct time zone of your birthplace) can determine one sign or the other.
Your moon sign vs. your sun sign
Your sun sign (the one everyone knows) depends only on the day of the year. Your moon sign additionally depends on the time, and in astrological tradition is associated with your inner emotional world, as opposed to the sun sign, more tied to outward identity.
